Only partly, on SoundCloud itself. Artists can add a download button to their tracks, but most leave it off, and offline listening in the SoundCloud app needs a Go subscription and keeps songs locked inside the app. A SoundCloud to MP3 converter like SCSaver gives you a normal audio file that plays anywhere.
SoundCloud is full of music you will not find on other platforms: early releases, unofficial remixes, live DJ sets and demos from new artists.
